What it actually reflects is a motivational orientation that sits a long way from the team’s dominant one, which means their attention is on the part of the decision everyone else is not looking at. 

That person is not the drag on the room. They are the reason the room has a fuller picture than it realises, and nobody has told them so. Rooms learn fast, though. Eventually they stop offering it.
